Political parties have requested to file a statement of assets by Aug. 29

The Election Commission of Pakistan (ECP) has asked political parties to file their statement of account for the financial year 2021-22 before August 29.

According to the ECP spokesperson, political parties are required under the terms of section 210 of the Elections Act, 2017 read together with Section 204 of the Act ibid and rules 159 and 160 of the Election Rules, 2017, that they be required to file with the ECP their statement of accounts for the financial year, ended June 30.

It may be recalled that Section 210 of the Elections Act, 2017 provides that a political party must, in such manner as may be prescribed, submit to the Commission, within sixty days from the end of one fiscal year, a consolidated statement of accounts. audited by a chartered accountant on Form-D containing: (a) Annual income and expenses; (b) Sources of its funds; and (c) Assets and liabilities.

The statement to be submitted to the ECP must be accompanied by a chartered accountant’s report regarding the audit of the accounts of a political party and a certificate signed by an office owner authorized by the party leader stating that: (a) No funds from any source prohibited under the Elections Act, 2017 are received by the political party; and (b) The statement contains the accurate financial position of the political party. The statement of accounts must be submitted on Form-D as provided in the Elections Act, 2017.

Printed Forms are available, free of charge, at the Election Commission Secretariat, Islamabad and at the offices of the provincial election commissioners, Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan. The Form-D/Proforma for the source of funds is also available on the ECP Website. Overwriting should be avoided. The membership / certificate issued by ICAP in honor of the Auditor engaged must be included on Form-D along with the last valid renewal certificate.

Form-D must also be accompanied by a legible copy of each of the party’s bank statements for the period 01.07.2021 to 30.06.2022, along with a bank reconciliation statement. The statement shall be directed to the Secretary, Election Commission of Pakistan, Constitution Avenue, G-5/2, Islamabad and delivered by a party office bearer, duly authorized by the party leader in accordance with the rule. 156 of the Election Rules, 2017. Statements received by post, fax, courier service or any other mode will not be accepted.
