FY23 City Pair Contracts Awarded for Official Government Travel

An estimated savings of $ 1.2 billion were discussed through the program
WASHINGTON, DC – Today, GSA announced new awards in Fiscal Year (FY) 2023 for scheduled airline passenger transportation services contracts offered through the GSA City Pair Program. The program is negotiating to set airfare rates for official government travel, and is estimated to save taxpayers more than $ 1.28 billion in the coming fiscal year. The new fares will take effect on October 1, 2022.
“The GSA City Pair Program is a great example of the federal government working together for a common mission, and creating value and cost savings for taxpayers,” said GSA’s Federal Acquisition Service (FAS) Commissioner who Sonny Hashmi. “This is a Best-In-Class solution that makes it easy to meet the needs of our workers by providing much-needed flexibility for government air travel.”
Under the Program, airfare rates for official government travel are firmly priced and offer approximately 45% discount on comparable commercial fares. GSA City Pair fares are free of cancellation or modification fees along with other benefits such as being fully refundable, having one last seat, and no blackout date.
GSA’s City Pair Program has awarded contracts to eight U.S. air carriers for FY 2023:
- Alaska Airlines
- American Airlines
- Delta Airlines
- Hawaiian Airlines
- JetBlue Airways
- Silver Airways
- Southwest Airlines
- United Airlines
This program is the single largest strategic source of procurement for negotiated fares worldwide. The GSA City Pair Program began in 1980 with 11 markets; 12,139 line item market will be delivered in FY 2023.
Markets were selected using data provided from previous travel booking years, keeping in mind cost savings and program performance. The GSA considers certain criteria including service availability, total number of flights, flight availability, average elapsed flight time, and price of service.
